With reference to your No.215 of February 9 end my
reply No.16 of February 17, I have the honour to enclose for the
information of His Excellency the Governor a translation of a
despatch from the Viceroy referring to the question of the free
navigation of the West River.'
I would beg also to acknowledge the receipt of your
No.378 of the 18th.instant on the above subject and to state
that I received the Viceroy's despetch yesterday morning before
I had time to communicate your despatch to His Excellency. Unless
His Excellency the Governor specially desirer that I should
communicate the contents of your No.378 to the Viceroy, I do not
now propose to do so as I am afraid from the nature of the
Viceroy's desprtch to me that the prospect of altering His
Excellency's decision is remote
